LIRS seeks a dynamic Director for Refugee and Migrant Services. The Director for Refugee and Migrant Services provides leadership in promoting services for ‘forced migrants' that include but are not limited to asylum seekers and others who have distinct protection needs as victims of torture, trafficking, and conflict. The Director develops strategic direction for the unit and oversees the creation and implementation of innovative and effective programs carried out through partner organizations that empower migrants by orienting them to legal rights, providing access to basic needs, and advocating on their behalf. They will provide leadership with LIRS's service partners by contributing to their capacity development, and leveraging good practice and what is learned in the field to influence national policy and practice so that they reflect humanitarian principles. They will pursue work that demonstrates strong likelihood of programmatic and policy impact. In addition, the Director for Refugee and Migrant Services contributes to effective advocacy by LIRS and our partners and allies on immigration enforcement issues and priority protection issues for vulnerable migrants.

 

Duties:• Develops strategic direction for the work of the unit, in alignment with the mission and goals of LIRS.
• Develops and implements outreach and support strategies with current and potential LIRS partners, including Lutheran partners; fosters a spirit of learning and collaboration.
• Designs and oversees projects to protect, empower, and embrace vulnerable migrants, particularly those subject to immigration enforcement.
• Manages the work of the unit, including development of annual work plans, reporting results, and use of financial resources.
• Ensures the development of qualitative and quantitative evidence to support advocacy and best practices for programming related to vulnerable migrants, particularly those subject to immigration enforcement.
• Collaborates closely with the LIRS Advocacy and Outreach teams to develop and carry out advocacy on LIRS priorities for the protection of at-risk migrants and the development and promotion of educational and outreach materials and strategies to engage constituents.
• Represents LIRS in relevant coalition and coordinating meetings and acts as internal expert on issues of migrant protection
• Provides leadership and substantive input into funding opportunities in a collaborative relationship with the Development team.
• Authors or provides leadership in the development of position papers, white papers and reports related to program learning and advocacy priorities.
• Leads the staff of the Migrant Services unit, ensuring they are equipped and supported to carry out their work and that objectives are met.
Qualifications:

 

• Deep commitment to the LIRS core values and ability to model those values in relationships with colleagues and partners.
• Expertise related to U.S. immigration laws and policies. Knowledge of international human rights laws and asylum and detention policy preferred. Understanding of the realities for individuals affected by these policies and effective service responses.
• A minimum eight years of experience in service, coalition, relevant legal representation, or policy work on human rights issues, preferably those that relate to immigration or detention, in the U.S.
• Proven ability to synthesize complex information to steer policy and program decisions and to conceptualize, plan, and execute projects in a non-profit setting.
• Demonstrated experience in program development, planning, monitoring and evaluation. At least six years of progressive experience in program management, setting clear priorities when faced with competing demands, and managing and supporting staff.
• Experience developing and managing federal and/or private grants.
• Evidence of mobilizing, supporting and strengthening the capacity of implementing partners, in a network, alliance, membership organization or other relevant structure
• Professional and highly-effective oral and written communication skills, including negotiating, serving as media spokesperson, writing policy memos, conducting trainings, and public speaking.
• Demonstrated knowledge of not-for-profit legal service delivery models and legal case management or other similar experience, preferred.
• Demonstrated sensitivity to political and policy processes within government agencies at the local and national levels.
• Demonstrated effectiveness in advocacy, coalition building and public presentations to a variety of audiences.
• Ability to exercise judgment; work independently, as a member of a team, and in collaborative projects; and to coordinate with other units within a non-profit organization.
• A dedicated leader who demonstrates a commitment to team-building, mentorship and staff growth.
• Graduate degree in public policy, international relations, or other related field or Juris Doctor strongly preferred.
• Ability to travel up to 20%, including some weekends.
