Lutheran Immigration and Refugee Service (LIRS) is seeking a Director for Public Policy.

The Director for Public Policy will strengthen LIRS thought leadership; influence public opinion; inspire engagement; and advance brand visibility. The Director will lead on the creation of external policy-related papers and publications to increase LIRS visibility, presence, and support. They will pursue ongoing research on immigration and refugee issues and facilitate relationships between LIRS and experts, government officials, nonprofit leaders, advocates, and supporters.

The Director will also coordinate LIRS' public relations and communications efforts to ensure that they meet the highest standards of quality and consistency, monitoring work and evaluating results to ensure departmental objectives are met and are in line with the needs and mission of the organization. They will serve as a strategic partner within LIRS, tracking tactics and assessing their efficacy in motivating our base and attracting new supporters and constituents to engage with LIRS.



Key Areas of Responsibility

Research and Administrative Advocacy

  • Draft and edit white papers, briefs, one-pagers, and op-eds, and work closely with the Drector for Advocacy and the Advocacy department on administrative advocacy efforts
  • Conduct research on immigration and refugee issues, as needed
  • Inform and oversee distribution and roll out of LIRS-generated papers and publications
  • Assist with the organization of key stakeholder meetings, including but not limited to , nonprofit leaders, reporters, and policy experts
  • Identify and assist in the execution of external events and virtual opportunities related to advocacy, including National LIRS hosted events; oversee outreach to event organizers and organizations to promote LIRS and our expertise in the space, including at townhalls, webinars, briefings, etc.

Public Relations and Communications

  • Help to establish Communications department goals in conjunction with the President's Office, monitor work products, and engage in project management
  • Oversee Communications team and efforts, ensuring smooth execution of tasks related to social media, web publications, website development, digital marketing, media and public relations, video/photography, and collateral to heighten LIRS brand awareness with target audiences
  • Engage in messaging and strategy development with Communications team; pursue opportunities and messaging tactics that advance LIRS as a leading source, disseminator, and conduit of information within the immigration field




Qualifications and Requirements:

  • Undergraduate degree in Business Administration, Public Policy or related area
  • 7-10 years of progressive work experience in public relations, research, government and legal affairs, or coalition builiding with at least 5 years of progressively responsible experience managing staff responsible for advocacy, policy writing and communications, and/or outreach
  • Advanced degree in Public Policy, Law or Business Administration strongly preferred
  • Exceptional writing, research, and communication skills. Proven ability to motivate others to action through speaking and writing
  • Exceptional relationship-building skills; proven ability to maintain partnerships with key constituents, preferably in a faith-based or cause-based context at local, state and federal levels
  • A high degree of initiative; able to conceptualize, articulate, and cultivate collaboration through innovative strategies 
  • Strong organizational skills; driven; track record of taking projects from concept to execution
  • Excellent knowledge of Excel, Word, Outlook and PowerPoint applications, and Adobe suite
  • Ability to maintain confidentiality of work records
  • Knowledge of immigration and refugee world, highly preferred
  • Deep commitment to LIRS' core values and ability to model those values in relationships with colleagues and partners
